Takato Fukui is the Director General of Japan Virtual Currency Exchange Association, JVCEA. The JVCEA was established in April 2018 became officially certified by the Financial Services Agency of Japan as the self-regulatory organization on October 24th of the same year. The key objectives of the JVCEA are improving security management of crypto-asset, addressing AML/CFT and establishing self-regulations for the crypto-asset market in Japan.
Takato held a supervisory position at Japan’s Financial Services Agency from October 2014 to March 2017 where he overlooked the functioning of money lenders, transmitters and prepaid card publishers under the Money Lending Business Act and the Payment Services Act. Based on his experience, he was instrumental in drafting JFSA’s Guidelines for Virtual Currencies Exchange Business Operators.
