Steven Xavier Chan is the senior director and regional head of government relations, Asia-Pacific, for Paypal Inc. Based in Singapore, he leads a dynamic team driving government advocacy, strategy and outreach efforts in about15 jurisdictions the region. Steven has more than 20 years of combined government and industry experience in international trade and public policy. Prior to joining Paypal, he served as the managing director and regional head of regulatory, industry and government affairs for State Street’s (based in Hong Kong). Steven also served as the Director of Government Relations for AmCham Shanghai, held various positions within the U.S. government, and worked for Deloitte and Booz Allen Hamilton. Steven currently serves a board member for the National Center for APEC and founding board member for the Emerging Payments Association Asia. Steven earned a Master of Arts in international economics and China studies from the School of Advanced International Studies at The Johns Hopkins University and a Bachelor of Arts in international affairs and economics from Lewis & Clark College in Portland, Oregon.
