Richard Gabbert is counsel to Commissioner Hester Peirce at the U.S. Securities and Exchange Commission, advising the Commissioner on a wide range of regulatory matters, including those arising in connection with her role in spearheading the Commission’s implementation of OTC derivatives markets reforms as mandated by the Dodd-Frank Act. Prior to joining the Commissioner’s office, he was a Senior Special Counsel in the Office of Derivatives Policy in the Division of Trading and Markets at the SEC, where he led rulemaking teams addressing the cross-border regulation of derivatives markets.

From 2016 to 2017, Richard participated in the Mansfield Fellowship Program, which was established by the United States Congress in 1994 to develop Japan-related policy expertise among U.S. government officials. During his time as a Mansfield Fellow, Richard worked in several Japanese agencies, including the Financial Services Agency, the Securities and Exchange Surveillance Commission, and the Bank of Japan.
